In any settlement with an officiel the balance of pay issued to him should provisionally be restricted so as to allow for only 90% of the gross amount due, thus leaving a 10% margin for any adjustment that may subsequently be found to be necessary and until all outstanding questions connected with his account have been disposed of.

4. Officials, who were interned and who do not come within the categories of paragraph 1 may be given ex gratis grants of three months' salery.
